The Centre is located in Oxford and thus gets its name from the locality the Centre is at. It is not the University of Oxford and does not award degrees from the University of Oxford.
The Oxford Centre for Leadership awards various professional certifications to members who have fulfilled the required credit hours by completing a rigorous and comprehensive assessment of their Achievement Portfolio and have attended the relevant Seminars. Members would have thus achieved the required standards for an OXCEL Award.

OXCEL Certifications are not degrees, but certifications that offer professional recognition of the participants leadership competencies, thus it falls outside of the scope of the Education Reform Act 1998.
Achievement of OXCEL qualifications allows Members to use the abbreviation Mem OXCEL after their name.
The OXCEL awards are for individuals who have achieved a level of success and want to further their achievements via networking with like minded individuals who are the nexus of leaders that will bring a positive difference to the world.
OXCEL Awards are conferred during an Awards Ceremony in Oxford, England during the Summer and in Malaysia as the Asian Representative Country during the Winter.
OXCEL also certifies training programmes of training providers provided they meet the required criteria as an Approved Centre.
